if i decide to do a chartered fic so does only submitting one chapter counts for submission or do i have to submit the whole thing together?

authors absolutely can submit chaptered/incomplete works! as long as it meets the requirements for a submission, one chapter (or multiple in an incomplete work) would be perfectly fine!
