By standard convention, they're still able to consent and communicate (the latter typically with gestures, but that's similar to sex with a mute or gagged partner). Tends to pop up more in werewolf AUs, where one or both parties is in wolf form, but dragons and such can also fall under this. Just to be absolutely clear, this is NOT allowed? Previous answer said both is allowed but then excluded animal form, so I want to make sure I've got the rule right. ^^;;;
