I think Penelope manipulated him rather than abuse him. Hurting someone's feelings (Penelope both does it unconsciously since she thinks of him as a video game character and consciously later once trying to break away from him after the betrayal) doesn't necessarily mean abusing them: it can be the case sometimes but it is NOT here. She didn't groom him either, especially since the ones who made those accusations called Penelope a "pedo" when Eckles is either the same age as her (compared to Penelope) or a year younger (compared to Si Yeon).

Penelope did wrong Eckles in some ways but it's not her fault if Eckles (a man who later uses his fallen prince status) can't take no for an answer and has to try to kidnap her multiple times, succeed once and make SA threats because she doesn't want to go with him and cooperate/become his trophy wife.
