Photoshop or Gimp on a desktop computer would be a first great step, there are a ton of tutorials out there - all it takes is time and effort, don't rush the process and don't rely on the methods of re-using shapes from other artists.

I'd recommend starting small with 2D edits, breast or belly inflation and then working your way up bigger n' bigger!
