Storm drains are the drains on the sides of streets usually by the corners that are designed for rainwater to go down. A lot of people also use them to get rid of unwanted liquids, leaves, and trash.

No. I've never used a storm drain to dispose of anything. If you mean drainage channels in general, they're meant to carry rainwater, not to be used as a place to dump things.
