Jean-François. He used Marie as a tool when Marie trusted him (Jean-François is also Marie's guardian). He also shot Phantom R (Marie's dear friend). He worked for some shady guys and for the Napoleon (we still don't what Issac and Napoleon trying to achieve but probably create war to return the territory) just to be high and almighty.
